April and June - Media pluralism

The Commission’s Media Pluralism study has just been published.

On 29th April the Commission published a study on Media Pluralism Indicators which is part of the European Commission's three-step approach for advancing the debate on media pluralism within the European Union and the creation of a permanent monitor of pluralism.

In an effort to stave off further calls from MEPs for legislation, the European Commission went down the route of a study and a mechanism for measuring pluralism. Just published, this package consists of a preliminary draft final report, describing the underlying assumptions made during the construction of the monitoring mechanism, the Media Pluralism Monitor, an Excel file containing the indicators for measuring pluralism which are embedded in a risk-based scoring system and a User Guide, describing how to deploy the indicators.

"The objective of the study was to develop a monitoring tool for assessing media pluralism in the EU Member States and identifying threats to such pluralism based on a set of indicators, covering pertinent legal, economic and socio-cultural considerations. The outcome of this study is a prototype for a European Media Pluralism Monitor. "

The main contractor was Katholieke Universiteit Leuven, which worked in partnership with Jönköping International Business School , Central European University Budapest , Ernst & Young Consultancy Belgium and subcontractors from various Member States.

The study will be followed by a workshop on 8th June, where stakeholders' views will contribute to the formulation of conclusions and recommendations in the final report.

The deadline for submission of feedback to the study is 10th June 2009.

July 2009 - Work plan for culture 2008-2010

In this work plan, the Council calls for the establishment of working groups composed of experts from Member States to invite each Presidency to build on the achievements of the Work Plan as well as to report on the implementation of the latter; to invite the Member States and the Commission to regularly consult the stakeholders regarding the implementation of the Work Plan to ensure the relevance and visibility of the activities; to invite the Commission, in consultation with and on the basis of voluntary contributions from Member States, to report on developments both at mid-term and at the end of the period covered by the Work Plan.

Each Member State interested in participating in the work of the working groups will nominate an expert as a member of a working group. The expert should ideally have a mix of operational and policy experience in the relevant field at a national level. Member States can invite other experts or officials to attend the meetings of the working groups as observers. The working groups will submit a mid-term report by July 2009 on the work carried out thus far, which will feed into the final report on the implementation of the Council Work Plan for Culture 2008 - 2010.

The Working Plan’s priorities are

  1. to improve the conditions for the mobility of artists and other professionals in the cultural field;
  2. to promote access to culture, in particular through the promotion of cultural heritage, multilingualism, digitisation, cultural tourism, synergies with education, especially art education, and greater mobility of collections;
  3. to develop data, statistics and methodologies in the cultural sector and improve their comparability;
  4. to maximise the potential of cultural and creative industries, in particular that of SMEs; (this will involve several studies and a Green Paper on cultural and creative industries);
  5. to promote and implement the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

For each of the above priorities there are specific actions provisioned, both for the Commission and the Member States with specific timetable and objectives. Cultural education in schools will be of interest as it gives space to mention copyright and respect for IPR.

New industry roles for EPC's Angela Mills Wade

Angela Mills Wade has been elected as the Industry Vice-Chairman of the European Advertising Standards Alliance (EASA) alongside Piet Jaspaert of the Belgian self-regulatory body JEP. Angela continues in her role as Chairman of EASA's Media Committee which is spearheading the work on Digital Marketing Communications.

Angela was also elected as Vice Chairman of the News Media Coalition, serving alongside the new Chairman, Tony Donavan, of Thomson Reuters.
